New Development Planned for Grand and Victoria

Local developer Afton Park Development unveiled their concept for a new mixed-use development at the intersection of Grand and Victoria.

The planned development, which was shared with the community on March 18 at a public meeting at Summit Church, calls for a six-story building with 87 housing units and 12,000 square feet of retail space.

Developers said they hoped the first floor retail space would be anchored by two restaurants and a retail store.

They hoped to purchase the property early next year and have the project complete by summer 2027.

The proposed development would occupy the long-time Billy’s On Grand space, which was rebranded Gather Eatery and Watch Bar in 2023 and has been sitting vacant since early this year, and the adjoining Victoria Crossing East Mall.

Project planners said they are working with the city on conditional use permitting for the site and would not close on the property until that process is completed.
