City Launches Downtown Vitality Fund to Support Housing and Business Growth

St. Paul is seeking interest from developers, businesses and nonprofit organizations for a new $5 million Downtown Vitality Fund aimed at boosting investment and activity in the city’s urban core.

The program dedicates $3 million to housing projects and $2 million to economic development initiatives within the Downtown Improvement District.

Eligible housing projects include affordable housing developments, redevelopment efforts and office-to-housing conversions. Economic development funding may support commercial building improvements, equipment purchases and public-facing enhancements such as outdoor seating, lighting and public art.

City officials say the initiative is designed to increase the number of downtown residents, activate vacant spaces and strengthen the commercial environment as St. Paul continues efforts to revitalize its central business district.

Small businesses may be eligible for grants supporting capital improvements that enhance customer experiences or improve operations. Larger projects can receive forgivable loans tied to performance and reporting requirements.

Projects creating affordable housing and developments ready to move forward in 2026 will receive priority consideration if funding demand exceeds available resources.

The program is part of broader efforts by city leaders, Ramsey County and downtown stakeholders to attract investment and increase activity in downtown St. Paul.
