Tribal Investment Backs Major Grand Avenue Redevelopment

A major redevelopment project on Grand Avenue has secured a significant new investment from the Shakopee Mdewakanton Sioux Community.

Developers announced June 2 that the tribe will serve as a lead investor in The Grand Victoria, a mixed-use development planned for the former Victoria Crossing East Mall site at Grand and Victoria avenues.

The project will include 90 apartment units and more than 13,000 square feet of retail space. Construction is expected to begin this summer, with completion targeted for early 2028.

The development will replace a long-vacant site that once housed Billy’s on Grand and other businesses. Plans call for boutique-style apartments, community amenities, underground parking and new retail tenants. Juut Salon is expected to return to the property after construction.

Mayor Kaohly Her said the project represents continued investment in one of St. Paul’s most recognizable commercial corridors. The Grand Avenue corridor has experienced several redevelopment announcements in recent years as property owners and city officials seek to strengthen business activity and housing opportunities.

SMSC Chairman Cole Miller said the investment aligns with the tribe’s long-term economic development strategy and commitment to supporting regional communities.

Afton Park Development is overseeing the project.

Supporters say the development will bring new residents, businesses and economic activity to the heart of Grand Avenue while helping revitalize a prominent site that has sat largely vacant for years.
