Construction is underway on The Grand Victoria, a 90-unit apartment and retail development that will replace a prominent vacant site along Grand Avenue in St. Paul.
Afton Park Development and lead investor Shakopee Mdewakanton Sioux Community held a groundbreaking Aug. 6 for the project at 841-857 Grand Ave. The development is expected to open in early 2028.
The mixed-use project will include more than 13,000 square feet of ground-floor retail space on a site formerly occupied by Victoria Crossing East Mall and Billy’s on Grand. Juut Salon, a longtime Grand Avenue business, plans to return to the development, with additional retail tenants expected to be announced later.
Plans also call for private balconies and terraces, indoor and outdoor common spaces, a wellness studio with fitness and sauna facilities and 121 underground parking spaces. Of those spaces, 99 will be reserved for residents and 22 for retail customers.
“This is an extraordinary milestone for the future of Grand Avenue,” Afton Park founder and President Ari Parritz said. “The Grand Victoria will bring new residents and additional retail, which will strengthen the whole community.”
The Shakopee Mdewakanton Sioux Community is serving as a lead investor. Chairman Cole Miller said the project fits the tribal government’s practice of considering long-term community impacts when making investments.
The groundbreaking also included St. Paul Mayor Kaohly Her, City Council President Rebecca Noecker, Huntington Bank representative Jim Mulrooney and project partner Peter Kenefick.
